Some nations just don't have it in themselves. It all depends much on the type of economy of the country, the moral of the population and how used and willing they are to enduring the wartime misery. In the Balkan wars and WWI for example Bulgaria mobilized around 700 000-800 000 soldiers out of about 4-5 million population and fought effectively over prolonged periods of time. The economic situation back home would suffer thanks to that, but it's the post-apocalypse and people are used to struggles and hardships.
